Jun Chang, P.E., D.WRE

General Manager

The Board of Directors of the North Harris County Regional Water Authority appointed Jun Chang as the Authority’s General Manager on January 1, 2021. Jun served as the Authority’s Deputy General Manager since October 2016.

Prior to joining the Authority, Jun had more than 27 years of Civil Engineering experience with the City of Houston. Formerly the Deputy Director of Public Works & Engineering Department for the City of Houston, Jun was responsible for the operation and maintenance of the City of Houston’s regional water and wastewater utility systems.

Jun has B.S. (1985) and M.S. (1987) degrees in Civil Engineering from the University of Houston, and is a Registered Professional Engineer in the State of Texas and a Diplomat of American Academy of Water Resources Engineers. He serves on the Board of Directors of the Texas Water Conservation Association.

Mark Evans

Planning and Governmental Affairs Director

Mark Evans is the Planning & Governmental Affairs Director for the North Harris County Regional Water Authority. As the Authority’s Planning & Governmental Affairs Director, he assists the General Manager in interfacing with numerous state and local agencies and entities. Mark coordinates the Authority’s Reuse Incentive Program and GIS Program. He also oversees the Authority’s Legislative Program and in coordination and consultation with the Authority’s Legislative Consultant, develops the Program and monitors the Texas Legislature in session and during the interim.

Evans is the Chairman of the Texas Water Development Board’s Region H Water Planning Group. He was appointed as a member of the Region H Water Planning Group at its creation in 1997 and was elected Vice Chairman of the group and served in that capacity until 2009 when he became Chairman. In January 2020, he was appointed to TWDB’s Interregional Planning Council and chaired the Council’s Committee on Planning Water Resources for the State as a Whole. He was reappointed in July of 2o22 to the Planning Council. He also serves on the Board of Directors of the Texas Water Conservation Association.

He is a sixth generation Texan and earned his Bachelor of Business Administration degree at Sam Houston State University. He began his government service with a 9-year tenure as a Field Appraiser with the Texas General Land Office. Elected as Trinity County Judge in 1995, he served four terms in office and retired as County Judge in 2010. While County Judge, Evans held leadership positions in numerous professional and governmental associations, including President of the County Judges & Commissioners Association of Texas and Chairman of the Forest Counties Payment Committee, an influential Congressional Advisory Committee.

Raj Singh, P.E.

Engineering Manager

Raj Singh is serving as Engineering Manager for NHCRWA, retired from the City of Houston, Department of Houston Public Works, as Managing Engineer with over 30 years of diverse experience. Raj’s career has focused on large Municipal Infrastructure delivery Projects and Petrochemical facilities, including integrated Design-Build water and surface water treatment plants, pump stations, water storage tank rehabilitation program and water lines. Raj has been involved in designing and preparing construction documents, including plans and specifications for various projects. Raj has a bachelor’s degree in science and mechanical Engineering from India, and is a registered Professional Engineer in the State of Texas. Raj is a certified Assoc. DBIA.
