SUMMARY:Public Hearing: Projects 39 and 40 Park Impacts
DESCRIPTION:Projects 39 and 40 Park Impacts\nProjects 39 and 40 are the final two project series necessary for the Authority to achieve HGSD’s 60% conversion mandate. These projects will connect 32 water plants to the Authority’s surface water delivery system. In late 2024\, the Authority initiated a routing study for Projects 39 and 40. The engineering consultant evaluated various alternatives for routing pipelines to each of the 32 water plants and ultimately developed a recommended route for each pipeline segment. There are six public parks that intersect with the recommended route\, as seen below. \n\nMap of the 6 parks affected by Projects 39 and 40\nBridgestone MUD’s Bridgestone MUD Park\nHarris County’s John Pundt Park (Precinct 3)\nHC ID 18’s Spring Grove Park\nHC MUD 43’s Charlie Gant Park\nHC WDIC 136’s Nature Trails\nTimber Lane Utility District’s Timber Lane Park\n\nPublic Hearing:\nThe Authority will conduct a public hearing in accordance with Chapter 26 of the Texas Parks and Wildlife Code at the date and location below: \nDate: Monday\, March 2\, 2026\nTime: 6:00 PM\nLocation: Authority’s Office\n3648 Cypress Creek Pkwy.\, Suite 110\,\nHouston\, Harris County\, Texas 77068 \nMembers of the public who wish to provide comments at the Public Hearing on a specific park may appear in person and register at the meeting to speak at the Hearing on that park. \nThe Authority will broadcast this meeting on Zoom. People must register to view and/or listen to the meeting on Zoom at https://tinyurl.com/yh8nkn44. Upon registration\, a telephone number to listen to the meeting\, a link to watch the meeting\, and a password will be provided. People viewing/listening to the meeting on Zoom will not be able to address the Board during the meeting. The Authority makes no assurances that all or any business conducted during this meeting will be visible or audible to people monitoring the meeting on Zoom. The Zoom broadcast will be recorded. \nProjects 39 and 40 Park Impact FAQs:\n\nWhich parks are impacted by the projects? The Authority needs to install underground water lines within 6 public parks. Those are: Bridgestone MUD Park\, John Pundt Park\, Spring Grove Park\, Charlie Gant Park\, HCWCID 136 Nature Trails\, and Timber Lane Park.\nWill there be any long-term impacts on the park? No. Parks may be impacted during construction activities; however\, there will not be any long-term impacts. Park functionality will be fully restored to its pre-existing condition once construction is done. For example\, if the pipe installation impacts a trailway system\, that trailway may be temporarily unavailable during construction but will then be fully restored to its original condition or better after the water line is installed.\nWill I be able to see the pipes in the park? No. Our pipes are installed 6+ feet below ground and will not be visible in the park.\nHow might the park be impacted during construction? The Authority will limit construction activities to only those areas necessary for installation of the water line(s) and plans to install them as quickly as possible to restore full functionality of the park. Portions of the park affected by the construction may be temporarily closed.\nWhy is the Authority doing these projects? The Authority must install these water lines to meet the HGSD conversion mandates. Yes\, the Authority will restore any amenities impacted by the construction.\nWhen will the construction in the park happen? How long will it take? Our projects are currently under design. We anticipate construction will not begin before 2028. Most parks will be impacted for 1 month or less\, once construction begins.
