The
Board of
Directors of the
North Harris
County Regional
Water Authority
appointed Jimmie
Schindewolf as
the Authority’s
General Manager
on January 6,
2003.
Schindewolf is a
Professional
Engineer and
Registered
Public Land
Surveyor, and he
brings his
unique
background of
construction,
engineering, and
management
experience to
the Authority.
Prior to
joining the
Authority,
Schindewolf
wrapped up his
duties as the
Project Director
for his Owner’s
Representative
team at Reliant
Stadium – home
of the Houston
Texans and the
Houston
Livestock Show &
Rodeo. This
landmark project
was completed on
time and within
budget.
Schindewolf also
served in a
similar role for
another high
profile project
– Minute Maid
Park -- home of
the Houston
Astros. This
award-winning
project was also
completed on
time and within
budget.
Prior to this
private sector
stint,
Schindewolf
spent most of
the 1990’s
serving Mayor
Bob Lanier in a
dual capacity –
as Chief of
Staff and
Director of the
Public Works and
Engineering
Department. He
provided
oversight and
was responsible
for all
infrastructure
related
activities. He
also functioned
as liaison for a
variety of key
Houston and
Harris County
agencies and
departments. As
head of the
Public Works and
Engineering
Department,
Schindewolf was
responsible for
managing an
annual operating
and maintenance
budget of $700
million, an
annual Capital
Improvement
Program budget
of $600 million,
and a workforce
of approximately
5,000 employees.
During his
tenure with the
Department, he
was selected as
Houston Area
Engineer of the
Year in 1994,
and was also the
first recipient
of the American
Public Works
Association
Charles
Swearingen Award
for
distinguished
service to the
public works
profession.
Before Mayor
Lanier tapped
Schindewolf for
key positions in
his
administration,
Schindewolf
co-owned a
successful road
paving and
utility
construction
company for nine
years.
From 1977 to
1983,
Schindewolf
served as Public
Works Director
for Mayor Fred
Hofheinz, Mayor
Jim McConn and
Mayor Kathy
Whitmire. In
1983 he was
selected as one
of the Three Top
Public Works
Officials in the
State of Texas.
This honor was
followed by one
of the
highlights of
his
career…selection
as one of the
Top Ten Public
Works Officials
in the United
States.
Schindewolf
is a past
President of the
Houston
Engineering and
Scientific
Society. He is a
member of the
Texas Society of
Professional
Engineers. He
was active in
the Associated
General
Contractors and
was
President-Elect
of the Houston
Contractors
Association at
the time he
joined Mayor
Lanier.
He began his
engineering
career with the
Texas Highway
Department. He
then worked for
the Harris
County
Engineering
Department for
five years as a
design engineer,
subdivision
engineer, and
Assistant County
Engineer.
Jimmie
received a B.S.
in Civil
Engineering from
the University
of Houston in
1967. He was
honored by his
alma mater as
the recipient of
the 1992
Distinguished
Engineering
Alumni Award. He
is also a
graduate of
Klein High
School. The
Klein School
District
recently
dedicated
Schindewolf
Intermediate
School.

After a
distinguished career
in Houston’s Public
Works And
Engineering
Department that
continued for almost
30 years, Paul
Nelson has joined
the North Harris
County Regional
Water Authority as
Planning and GIS
Coordinator. His
responsibilities
include updating the
Authority’s
Geographical
Information Systems
(GIS) and keeping
the information in
that system current;
updating the
Authority’s
short-range water
master plan; and
developing a
long-range master
plan. In addition,
Paul will also serve
as liaison with the
Texas Water
Development Board
and the Texas
Commission on
Environmental
Quality, and will
assist the General
Manager in
coordinating with
local water agencies
and the state
legislature.
Nelson earned a
BS in Biology with a
minor in chemistry
from Lamar
University in
Beaumont and began
his career at the
city as a chemist in
the City of
Houston’s wastewater
laboratory. He
subsequently helped
organize the first
submittal of the
City’s
federally-mandated
industrial
pretreatment program
to the Environmental
Protection Agency
(EPA) and supervised
the Public Works
Department’s
Industrial Waste
Section, regulating
the quality of
industrial
discharges to the
city’s wastewater
collection system.
As an Assistant
Director, Nelson
administered the
City’s Impact Fee
Administration
program and managed
the water\wastewater
modeling group as
well as the city’s
Geographic
Information &
Management System.
Nelson also managed
the Department’s
Water Conservation
Program.
Nelson retired
from the city in
2006 as a Deputy
Director in the
Public Works and
Engineering
Department and had
responsibility for
over 500 employees
in the Code
Enforcement, Real
Estate, Long Range
Planning, and CIP
Branches. He was
also responsible for
the Office of the
City Engineer and
had oversight of the
Water/Wastewater
Availability and
Facilities Modeling
Branches.
Anthony
(Tony) Crisci, P.E.
Tony and his
wife, Pat, have
lived in Harvest
Bend, The Meadows
Subdivision in
northwest Houston
since 1987. He is a
graduate of
Pennsylvania State
University with a
Bachelors Degree in
Mining Engineering.
In 1956, Tony
started his
construction career
in Pittsburg,
Pennsylvania working
as a field engineer
for a construction
company doing work
for the Allegheny
County Sanitary
Authority. He worked
on various
construction
projects throughout
the United States
and also in Canada.
Projects include the
first subway
contracts for the
cities of Washington
D.C. and Baltimore,
Maryland. In 1981,
Tony went to work
for Armco, Inc.
where he was in
charge of all
construction
projects throughout
the United States.
In 1987, he was
hired by the City of
Houston, Texas as
the Manager of the
Civil Construction
Section of the
Department of Public
Works, which lead to
his advancement to
Senior Assistant
Director. In
September of 2002,
Tony was appointed
as the Chief
Technical Advisor
for the City's
Engineering
Construction and
Real Estate Group of
the Department of
Public Works from
which he retired
after over 14 years
with the City of
Houston.
Showri
Nandagiri, P.E.
Showri Nandagiri,
who is serving as
Engineering
Coordinator for the
North Harris County
Regional Water
Authority, recently
retired from the
City of Houston,
Department of Public
Works and
Engineering, as City
Engineer. Showri
worked for the City
for more than 25
years and is highly
regarded and widely
recognized as one of
the premier
engineering
professionals in the
potable water field.
Showri, a resident
of Sugar Land, has
his Bachelor’s
degree in Civil
Engineering from
India and has a
Master’s degree in
Water Resources from
the University of
Connecticut. After
working briefly for
Turner, Collie and
Braden Inc. in
Houston, he joined
the City as a
graduate engineer in
1978. He held
several positions,
including Senior
Assistant Director
for Water
Engineering and
Construction
Division, and Deputy
Director for
Engineering,
Construction and
Real Estate
Division. He was
responsible for
managing the Surface
Water Transmission
Program for the City
of Houston for over
two decades.
