Jimmie Schindewolf

The Board of Directors of the North Harris County Regional Water Authority appointed Jimmie Schindewolf as the Authority’s General Manager on January 6, 2003. Schindewolf is a Professional Engineer and Registered Public Land Surveyor, and he brings his unique background of construction, engineering, and management experience to the Authority.

Prior to joining the Authority, Schindewolf wrapped up his duties as the Project Director for his Owner’s Representative team at Reliant Stadium – home of the Houston Texans and the Houston Livestock Show & Rodeo. This landmark project was completed on time and within budget. Schindewolf also served in a similar role for another high profile project – Minute Maid Park -- home of the Houston Astros. This award-winning project was also completed on time and within budget.

Prior to this private sector stint, Schindewolf spent most of the 1990’s serving Mayor Bob Lanier in a dual capacity – as Chief of Staff and Director of the Public Works and Engineering Department. He provided oversight and was responsible for all infrastructure related activities. He also functioned as liaison for a variety of key Houston and Harris County agencies and departments. As head of the Public Works and Engineering Department, Schindewolf was responsible for managing an annual operating and maintenance budget of $700 million, an annual Capital Improvement Program budget of $600 million, and a workforce of approximately 5,000 employees. During his tenure with the Department, he was selected as Houston Area Engineer of the Year in 1994, and was also the first recipient of the American Public Works Association Charles Swearingen Award for distinguished service to the public works profession.

Before Mayor Lanier tapped Schindewolf for key positions in his administration, Schindewolf co-owned a successful road paving and utility construction company for nine years.

From 1977 to 1983, Schindewolf served as Public Works Director for Mayor Fred Hofheinz, Mayor Jim McConn and Mayor Kathy Whitmire. In 1983 he was selected as one of the Three Top Public Works Officials in the State of Texas. This honor was followed by one of the highlights of his career…selection as one of the Top Ten Public Works Officials in the United States.

Schindewolf is a past President of the Houston Engineering and Scientific Society. He is a member of the Texas Society of Professional Engineers. He was active in the Associated General Contractors and was President-Elect of the Houston Contractors Association at the time he joined Mayor Lanier.

He began his engineering career with the Texas Highway Department. He then worked for the Harris County Engineering Department for five years as a design engineer, subdivision engineer, and Assistant County Engineer.

Jimmie received a B.S. in Civil Engineering from the University of Houston in 1967. He was honored by his alma mater as the recipient of the 1992 Distinguished Engineering Alumni Award. He is also a graduate of Klein High School. The Klein School District recently dedicated Schindewolf Intermediate School.

Showri Nandagiri, P.E.

Showri Nandagiri, who is serving as Engineering Coordinator for the North Harris County Regional Water Authority, recently retired from the City of Houston, Department of Public Works and Engineering, as City Engineer. Showri worked for the City for more than 25 years and is highly regarded and widely recognized as one of the premier engineering professionals in the potable water field. Showri, a resident of Sugar Land, has his Bachelor’s degree in Civil Engineering from India and has a Master’s degree in Water Resources from the University of Connecticut. After working briefly for Turner, Collie and Braden Inc. in Houston, he joined the City as a graduate engineer in 1978. He held several positions, including Senior Assistant Director for Water Engineering and Construction Division, and Deputy Director for Engineering, Construction and Real Estate Division. He was responsible for managing the Surface Water Transmission Program for the City of Houston for over two decades.


Mark EvansMark Evans

Mark Evans is a 6th generation Texan. He earned his Bachelor of Business Administration degree at Sam Houston State University, and began his government service with a 9-year tenure as a Field Appraiser with the Texas General Land Office.   Elected as Trinity County Judge in 1995, Judge Evans served four terms in office and retired as County Judge in 2010.

Judge Evans was appointed as a member of the Region H Water Planning Group at its creation in 1997.  He was elected Vice Chairman of the group and served in that capacity until 2009 when he became Chairman. During his more than 15 years on the Planning Group, Evans has gained extensive water planning experience.

While serving as County Judge,  Evans held a variety of leadership positions in numerous professional and governmental associations, highlighted by his service as President of the County Judges and Commissioners Association of  Texas, and as Chairman of the Forest Counties Payments Committee, an influential Congressional Advisory Committee.  Judge Evans was appointed to the Committee by Dennis Hastert, Speaker of the U.S. House of Representatives.  Through his interaction with state and federal agencies and the legislative process, Evans earned a reputation for consensus building leadership.

As the Authority’s Planning and Governmental Affairs Director, Mark assists the General Manager in interfacing with the City of Houston, the Harris-Galveston Subsidence District, other regional water authorities, Municipal Utility Districts within the Authority and state agencies such as the Texas Water Development Board and the Texas Commission on Environmental Quality.  While working on the Authority’s short and long range planning, Mark coordinates with regional planning agencies such as the Houston Planning Commission, the Houston Galveston Area Council and Region H.  He is also involved in further developing the Authority’s water conservation, water reuse and drought contingency plans and assisting in updating, revising, and amending the Authority’s Groundwater Reduction Plan.
